INTRODUCTION

Without doubt, the concern of the modern society among others is directed towards the maintenance of a stable and peaceful polity that has the capacity of meeting the challenges of the ever-changing world. This aptly explains the arrays of institutional devices and mechanisms that have been developed by different political systems to cope with the challenges of development. In the Nigerian context, one visible problem that has characterised the post- independence State is the high degree of failure of policies and programmes manifesting, as it were, in the continuing search for effective, efficient, stable and result- oriented State apparatus.

Against this backdrop, there is the infinite need to design a scheme within which the presumed failure of the State and administrative systems could be described and explained and solutions proffered. Within this context, a B.Sc. degree in Public Administration as a distinct field of study, would have and has the capacity of inventing the much- needed scheme that can meet the challenges of the complex modern society especially globalisation

PHILOSOPHY

The philosophy of the University is summarised in the Latin words ”Excellentia Hummania et Partia Opus”, meaning, The Flowering of Human Abilities and Service to the Fatherland Consequently, all stakeholders acknowledge the following interrelated objectives.
(c) Encouraging and facilitating the intellectual and ethical development of individuals and society;
(d) Advancing, interrelating and disseminating knowledge in the arts, humanities,the social sciences, natural sciences and the professions;
(e) Fostering learning among all members of the University community while recognising individual differences in achievement, experiences and aspirations;
(f) Encouraging excellence in activity and accomplishment;
(g) Serving as a professional and intellectual resource;
(h) Promoting, by research and other means, the advancement of knowledge and its practical application to social, political, cultural, economic, scientific and technological problems;
(i) Stimulating, particularly through teaching and research, interest in and appreciation of African culture and heritage;
(j) Serving as custodian, promoter and propagator of the social and cultural heritage of Ogun State; and
(k) Stimulating and sustaining interest in agriculture

Essentially, the Public Administration programme reflects a concern for and an orientation towards professional education anchored on the philosophy that well educated Public administrators will be able to apply current theories of management and analytical techniques to address the day- to- day problems of governance. Consequently, the B.Sc. Public Administration programme is directed to establish a tradition of academic excellence with deep concern for the practical aspects of Public Management. Hence, in terms of scope, it extends to areas such as governmental budgeting and accounting, labour relations, conflict management and management of the public sector.

OBJECTIVES OF THE PROGRAMME

In specific terms, the programme is designed to:

a. Prepare individuals for the formulation of effective policy and exercise of administrative leadership.
b. Educate all who are preparing or upgrading their skills for careers in the public, non-profit and private sectors as well as non-profit organisations.
c. Sharpen the skills of students in the methodology of research in the social sciences that can be applied to solving societal problems.
d. Develop and strengthen the knowledge and practices of the delivery and the management of services to the public.
e. Produce middle and high skilled manpower resources for the various segments of the State apparatus.
f. Sharpen the skills of the individuals in the areas of capacity-building and community services.

ADMISSION REQUIREMENTS

FIVE-YEAR PROGRAMME

Candidates are expected to have obtained at least five “O” Level WASC/ SSCE or GCE credit passes at not more than two sittings in English Language, Mathematics and any other three subjects.Candidates are expected to have passed the CESAP qualifying entrance examination and attained an aggregate score determined by the Department from time to time.

FOUR-YEAR PROGRAMME

In addition to the requirements stated in (i)(a) above, candidates must have passed at least Government or History and any other subject in the GCE “A”Level or HSc Examinations or at least a Merit at N.C.E. in two teaching subjects including Government/ Political Science.

OND or equivalent Diploma in Public Administration, Local Government, Law, Public Relations, Transport Management, General Management or other related disciplines (as may be approved from time to time by the University Senate) from a recognised/approved institution with a grade not lower than the equivalence of Lower Credit.
